There is no „peace process“
Any gain Russia makes would be a unilateral victory for Russia and Putin knows that.
Russia will only accept a “ceasefire” when they have all of Ukraine. IE, Ukraine has surrendered
If anyone is serious about ending a war, a ceasefire is the first logical step. If you won’t agree to a ceasefire, but insist instead on a peace treaty under your non negotiable terms, it means you don’t really want to end the war.
