The only thing this map shows is how many countries have territories OUTSIDE the continent of Europe and to what degree. Denmark is so low because its larger part (Greenland) is not part of the European continent.
As far as Cyprus is concerned, geographically it’s located in Asia, hence, 0 percent in Europe.

The whole idea of europe as a continent is so arbitrary that it’s quite funny. Also technically with this logic Greece should be a decent degree less than 99%
